DUPRI Seminar: From Government to Governance: The Art of Sharing Data Without Losing Trust

Abstract

Dr. Jessie Tenenbaum, former Chief Data Officer for the North Carolina Department of Health and Human Services (NC DHHS), will share best practices and lessons learned from leading statewide efforts to modernize data governance and infrastructure. Now at Duke, she is applying these insights to strengthen data stewardship, foster collaboration, and expand access to data for research. In partnership with the NC Health Information Exchange Authority (NC HIEA, aka NC HealthConnex), she is helping to shape the vision for a Health Data Utility (HDU) in North Carolina — an enhanced version of a health information exchange that not only connects clinical data for direct patient care, but also integrates data on social determinants, behavioral health, and other non-clinical factors to support public health, research, and whole person care. This talk will highlight strategies for overcoming policy and technical barriers to data sharing, building stakeholder trust, and leveraging North Carolina’s emerging data assets to accelerate whole person health.
